THE GREAT SILK ROAD: ACCEPTANCE POLICY AND HISTORICAL PRINCIPLES OF PRESENT TIME

This morning a solemn ceremony was held at the railway station Serakhs on the occasion of the commissioning of a test train along the route China-Kazakhstan-Turkmenistan-Iran.

Our Esteemed President Gurbanguly Berdimuhamedov, launched a broad-based project aimed at expanding mutually beneficial economic relations and strengthening international cooperation, through the creation of a powerful transport and transit structure.

On February 9, a freight train carrying out the test of transport and logistics capabilities of four friendly countries arrived at the station of Serhetiak of Turkmenistan, and then moved to the city Bereket. The test movement is aimed to the introduction of several working orders for the establishment of goods transport by railways and logistics standards for each of the countries participating in the project. At the end of January of this year, a train ride started from the city of Lu of the Chezsian region, one of the largest industrial centers of the People's Republic of China, through the transportation section of the Sinzyan Uigur Autonomous Region in the Northwest of China, passed 4 thousand 491 km of traffic for five days, and then Within four days after crossing the border of Kazakhstan, there was a 3,417 kilometer route to the border of Turkmenistan.

The Turkmen part of this transnational corridor occupies a distance from Serhetyak to Serakhs. This way is equal to 1 thousand 156 km and according to preliminary calculations the train passes this way for two days. In three days the train will reach the final destination - the city of Tehran, the capital of Iran. The total length of China-Kazakhstan-Turkmenistan-Iran route is 10 thousand kilometers. The train will pass this way for about two weeks, which turns out to be half the required 25-30 days and nights of the sea route.

The first train on this route, passed through the Turkmen-Iranian border on Serakhs railroad passage on the second half of the day of February 10. As a result, the train, loaded with various consumer goods, managed to pass the Turkmen part of the road in 28 hours, instead of the planned two day trip. Reductions in the required travel time also mean a significant reduction in transport taxes, that is, the economical use of the road increases.

As foreign media noted, the bordering countries, including the cargo railroad passing through the Turkmen border, will be the first logistics solution for fast delivery of goods from the offshore coast of East China to the bazaars of the Persian Gulf. Based on the wishes of the senders and carriers of goods for Turkmenistan, two ways were taken into account: from Serhetiak to Serakhs, Iran and the South-Eastern border or Ak Yayla and from there to the north of Iran.

For Turkmenistan, participation in this major logistics project, currently having a developed transport system that is considered an important part of technological and domestic economic development for our country has a significant role in enhancing opportunities and will join the system of world economic relations.

Indeed, today, in Turkmenistan, as a result of successful implementation of the transport policy of respected President Gurbanguly Berdimuhamedov, the Ancient Silk road will be resumed in the form of transnational automobile roads, railways and air services.

Concomitant with the directions of the Great Silk road, these roads will provide increase of roads for transit cargo transportation, expansion of cultural and tourist connections, and strengthening of foreign economic relations of the continents. The significance of the transport corridor, an important part of the economy of Turkmenistan, is defined as an important part of the division of borders in terms of the effective distribution of productive forces and social labor.

Opening ceremony of the northern part of the international railroad Kazakhstan-Turkmenistan-Iran with the participation of the Presidents Gurbanguly Berdimuhamedov and Nursultan Nazarbayev took place on May 11, 2013 on the railroad tracks "Bolashak" (Kazakhstan) and "Serhetiak" (Turkmenistan). The opening ceremony of the Southern part of the transnational railway was held, on December 3, 2014, with the participation of the President of Turkmenistan Gurbanguly Berdymukhamedov, President of Kazakhstan Nursultan Nazarbayev and President of the Islamic Republic of Iran Hasan Ruhani. It has united three friendly states. This historic event marks the end of the construction of a steel road aimed at ensuring the direction of an economically advantageous railway between Asia and Europe, as well as the transition to an important part of the international transport network.

From the economic point of view, this road will provide a very short route for the transport of goods, including a transit route, and for passenger carry in the future as well. So, the new road will give a powerful impetus to the harmonious development of the Caspian region, the expansion of its life structure, production and transport.

The project in the southern and eastern directions is aimed at securing access to powerful economic centers as the countries of the Pacific regions - Asia, China, India, Pakistan. This ensures the creation of a new and large-scale type of cooperation aimed at taking into account the general geo-economic new ideas and the strategic future of its development.

As stressed by our Esteemed President Gurbanguly Berdimuhamedov, Kazakhstan-Turkmenistan-Iran railroad is not only a project based on economy and commerce, but also a geopolitical opportunity to influence the overall state of the region and the conditions beyond it. Being the basic condition of security and stability in Asia, it will provide additional stability of political relations of the entire continental system.

This project has a great future. In terms of strengthening cooperation at the level of international and regional organizations, including the Organization of the Shanghai Cooperation Organization, the Commonwealth of Independent States, the Organization for Economic Cooperation. 

    The purpose of this large-scale project is in line with the long-term strategy of the Organization for Cooperation and Security in Europe, the United Nations and its specialized structures. It aims to providing greater stability in the southern belt of Eurasia, the development of economic cooperation which has a great future, and the creation of a large transport and transit corridor of continental importance. Currently, the creating international transport corridors, an advanced structure of regional and interregional cooperation, are considered most important task. The implementation of projects related to specific accession in individual sectors creates a reliable basis for them. And this will help to find effective quality on a long-term basis and to activate the movement in this direction.

    In this regard, the transport industry is moving ahead as one of the important centralized areas. This is a type of advanced social production, one of the major housing and economic levels. Their degree depends on the provision of industry, agriculture, tourism, and most importantly well-being and favorable conditions.

    As our Esteemed President Gurbanguly Berdimuhamedov noted, his means, specifically technical and legal policy, the deployment of one whole transport system in ways coordinated by mutual relations favorably influence geopolitical positions and determine the attitude of economic directions and the national development strategy of the countries. Turkmenistan is actively participating in general good deeds on the basis of equal and stable development to strive to contribute worthily to the formation of a new basis for international relations.

   The implementation of the North-South transport corridor project can serve as a good example for this. Taking into consideration the requirements and provisions of the present time, the international initiatives put forward by the President of Turkmenistan Gurbanguly Berdimuhamedov at meetings of the UN General Assembly, at summits of the Organization of the Shanghai Cooperation of the Heads of State of the CIS and other top-level conferences are aimed at expanding and strengthening mutually beneficial trade and economic relations.

    The conversation is underway to develop the UN Special Program, taking into account the study of transport and transit opportunities in the development of the transport system between Central Asia and the Middle East, as well as the Caspian sea and Black Sea.

    In this regard, it should be noted that the resolution adopted by the distinguished President Gurbanguly Berdimuhamedov on the place of stable development of transport and transit corridors and international cooperation of the UN General Assembly is of great importance.

    The President of Turkmenistan stressed: "Creating a multi-line system of transport relations with access to air lines of major international and interregional sea, river, road, rail and air transport, their good agreement and such tasks as the rational use of excesses each has a great future." International transport corridors have become one of the most important instruments of the global economy.

    Turkmenistan creates one of the important transport centers of the continent at its border. In this, regard our country is guided by the principles of economic and social development, developed by the Head of State Gurbanguly Berdimuhamedov, which are aimed at realizing the geo-economic potential for the interests of the whole region and the continent.
